INTRODUCTIONS AND WELCOME OPENING REMARKS
Secretary Kelly M. Schulz, Department of Labor, Licensing and Regulation, called the meeting to order at 3:36 pm. Secretary Schulz welcomed all in attendance to the December 9, 2015, GWIB Quarterly Board meeting.
APPROVAL OF MINUTES
Francis “Hall” Chaney, III, GWIB, Chair identified that a quorum was present and a motion was made and seconded, and the minutes of the October 28, 2015 GWIB Board meeting were approved by voice vote.
CONSENT AGENDA
Chairman Chaney presented a motion to approve the GWIB Draft By-Laws the motion was passed unanimously and seconded.
Chairman Chaney presented a motion to approve the GWIB Electronic Board Items/Materials the motion was passed and seconded.
Chairman Chaney presented a motion to approve the new location of GWIB Quarterly Board meetings the motion was passed and seconded.
All three were approved by voice vote.
WORKFORCE INNOVATION AND OPPORTUNITY ACT (WIOA) STATE PLAN
As a matter of overview, Secretary Schulz shared that WIOA will replace the Workforce Investment Act (WIA) of 1998, the guiding legislation that authorizes federal workforce systems in the States and local areas. WIOA supports the nation’s primary programs and investments in employment services, workforce development, adult education, and vocational rehabilitation activities. The bipartisan legislation will improve the nation’s workforce development system and help put Americans back to work, and emphasizes the business demand-driven approach that Maryland continues to embrace.
Michael “Mike” DiGiacomo, GWIB Executive Director added that the DRAFT (WIOA) Combined State Workforce Plan will be out for review. Mr. DiGiacomo shared that WIOA deadline for the State Unified Plan submission to the Governor is March 3, 2016. There will be a revision deadline.
PRESENTATION BUILDING A HIGH-PERFORMING STATE WORKFORCE BOARD
GWIB Chair, Francis “Hall” Chaney, III, introduced Brent Parton Program Director and Mike Bartlett Policy Analyst, Workforce NGA Center for Best Practices. Mr. Parton and Mr. Bartlett presented on Building a High-Performing State Workforce Board, and cited other State examples of “High Impact Investment Boards.”
Mr. Hall Chaney, thanked Mr. Parton and Mr. Bartlett for this informative presentation, and shared that the Board will continue to explore how the GWIB can build a high-performance culture, that delivers results. This will be important and critical work as it relates to the new federal law WIOA.
Mr. Chaney thanked everyone for attending, and the meeting adjourned at 5:30 pm.
